Proficiency in English is vital, but it is only one factor that supports high levels of academic achievement. Bilingual Education is an instructional delivery model, offered in grades Pre-K through 5 for students whose native language is other than English and who need to develop English proficiency skills. One critical component in implementing this model is to have an administration, staff, student body, and community that fully believe in the value of bilingual education and our bilingual/bicultural students.
In 1963, in response to the educational needs of the large influx of Cuban refugees in Miami, Coral Way Elementary School began a two-way bilingual education program for English-speaking and Spanish-speaking students. An education that is 90% monolingual with a few hours a week of instruction in another language will not produce the same results.
TBE programs include ESL; however, some or all academic classes are conducted in children’s primary languages until they are well-prepared for English-only classes. Non-English and English speaking students learn together in dual immersion bilingual education programs.

Tellingly, under the administration of President George W. Bush, the Office of Bilingual Education and Minority Language Affairs became the Office of English Language Acquisition. Title VI of the Civil Rights Act of 1964 was used as basis for removing restriction in the use of language other than English in schools.
